Without providing further details, Zadran said security personnel cordoned off the area and launched an investigation.
The explosion, according to eyewitnesses, took place in the Alawdin region, a locality next to the Russian Embassy, and the number of victims could be higher than expected.
No group or individual has yet claimed responsibility.
In a similar explosion, for which the extremist group Daesh or Islamic State has claimed responsibility, a suicide bombing outside a mosque in the western city of Herat left 18 people dead, including a prominent cleric, and injured 23 others, officials said.
