Lucknow: Uttar Pradesh Finance Minister Suresh Kumar Khanna presented the first budget of Yogi Adityanath’s second term government to the state assembly on Thursday May 26 saying: “The economy of the state s is improving rapidly. We think we will be successful in taking over the state economy. to $1 trillion.” Filing the state budget of Rs 6,15,518.97 crore for the financial year 2022-23, Khanna said he had a provision of Rs 39,181.10 crore for new projects, adding that Rs 276.66 crore is proposed for Uttar Pradesh Special Security Force tasked with the task of securing courts and historical and religious places including Ayodhya, Kashi and Mathura.
Sitting next to the Chief Minister, Khanna said that under the Police Emergency Management System, the second phase of the 112 program will commence this fiscal year and for this, a provision of Rs 730.88 crore is being offered for its reinforcement.
For women, the budget proposed the establishment of e-helpdesks at district level and a provision of Rs 72.50 crore was made for women empowerment programme. A provision of Rs 20 crore has also been proposed for women’s safety and empowerment and skills development under the Mission Shakti program in the micro and small industries sector, according to the PTI report quoting Khanna.
For farmers, the state budget offered Rs 650 crore under the Farmers Injury Scheme. There is a provision for a maximum of Rs 5 lakh in the event of accidental death/disability under the scheme.
Khanna said 15,000 solar pumps will be installed in FY 2022-23 and it is proposed to distribute 60.20 lakh quintals of seeds to farmers. The budget also set a distribution target of 119.30 lakh metric tons of fertilizer, he said, adding that a provision of Rs 1,000 crore is proposed for the minister’s minor irrigation scheme chief.
For young people, Khanna said the free tablet and smartphone program was launched in December last year and so far around 12,000 tablets/smartphones have been distributed to them, adding that according to Patra “Lok Kalyan Sankalp” of the party, in the next five years, 2 crore smartphones/tablets are to be distributed to young people.
For Swami Vivekanand Youth Empowerment Scheme, Rs 1,500 crore has been proposed in the budget. He further stated that under the new startup policy UP-2020, the goal is to establish a total of 100 incubators and 10,000 startups in the next five years.
In a bid to provide coaching facilities to competitive students close to home, Chief Minister Abhyudaya Yojana has been set up by the state government in all divisional seats. The scheme is being extended to all districts in the state, a provision of Rs 30 crore is being offered for the scheme, the minister said.
A provision of Rs 10 crore is proposed to provide financial assistance to young lawyers for the purchase of books and magazines for the first three years of work. A provision of Rs.95 crore is also offered for the purchase of land for the establishment of the international cricket stadium in Varanasi district, he said.
Khanna said the foundation stone of Major Dhyan Chand Sports University in Meerut district was laid by the Prime Minister on 02 January 2022, out of which an amount of Rs 700 crore would be spent on sports development and preparing top quality players. and a provision of Rs 50 crore is proposed for the establishment of the university.
For job creation, Khanna said, under the MNREGA program, 26 crore man-days were created in the financial year 2021-22, and a target has been set to generate 32 crore man-days. man under the scheme in the fiscal year 2022-23, adding that the aim is to provide jobs for 16,000 people by creating 800 units under the chief minister’s village industries employment scheme, in 2022-23.
In secondary education, the minister said that 40,402 teachers have been selected and 7,540 positions have been created by completing the teacher selection interview.
There is enormous potential for job creation in the field of medical education. About 3,000 nurses have been appointed to medical schools/government hospitals and about 10,000 positions have been created, which will be filled in the coming years, he added.
UP Budget targets 2024 general election
The state budget is almost double the budget of Rs 3,46,935 crore presented by the Akhilesh Yadav government for the financial year 2016-17. Ahead of the upcoming Lok Sabha elections, the state finance minister said the government has not only made a record payment of Rs 1,72,745 crore to sugarcane farmers till May 16, 2022 .
The amount is Rs 77,530 crore more than the five years cumulative payment of Rs 95,215 crore under the government of Akhilesh Yadav, as well as the proposed Rs 1,000 crore payment to the remaining sugar cane growers.
The budget provides free irrigation facilities to farmers through 34,307 government tube wells and 252 minor branch canals along with Rs 1000 crore under Mukhya Mantri Laghu Sinchai Yojana to address irrigation related issues in the state.
He has also offered Rs 897 crore for multimodal connectivity projects under PM Gati Shakti Yojana and Rs 694.34 crore for the 594 km six-lane Ganga highway from Meerut to Prayagraj.
Total revenue for the current financial year is estimated at Rs 5,90,951.71 crore, including revenue of Rs 4,99,212.71 crore and capital revenue of Rs 91,739 crore.
The share of tax revenue in tax revenue is Rs 3,67,153.76 crore. This includes its own tax revenue of Rs 2,20,655 crore and the state’s share of central taxes of Rs 1,46,498.76 crore. The budget deficit is estimated at Rs 81,177.97 crore or 3.96% of the state’s estimated gross domestic product.
